Request for Sealed Proposals
Exterior Rehabilitation of a Multifamily Housing Complex

Sioux Falls Housing and Redevelopment is seeking sealed proposals from qualified contractors for the exterior rehabilitation of a multifamily housing complex.

We are seeking experienced contractors with a proven track record of delivering high-quality workmanship on projects of similar size, scope, and complexity. All work must comply with applicable federal requirements, local building codes, and successfully meet HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection standards.

Successful proposals should demonstrate:

  • Experience with multifamily rehabilitation and renovation projects.

  • The ability to complete work that meets all federal, state, and local regulations.

  • Familiarity with HUD requirements and NSPIRE inspection standards.

  • The capacity to manage projects of comparable size, scale, and complexity while maintaining high standards of quality and safety.

Sioux Falls Housing and Redevelopment reserves the right to accept or reject any or all proposals and to waive any informalities in the proposal process as permitted by law.

Sioux Falls Housing and Redevelopment anticipates awarding the contract to the successful proposer and expects all work associated with the project to be substantially completed within 180 calendar days of the Notice of Award.

Real Estate Brokerage and Marketing Services

South Cleveland Twin Homes Development

Affordable Housing Solutions (AHS) is seeking proposals from qualified real estate firms and licensed real estate brokers with demonstrated experience in residential property sales and affordable homeownership programs. The selected firm or broker will provide professional marketing and sales services for the South Cleveland Twin Homes development, located at South Cleveland Avenue and East 20th Street in Sioux Falls, South Dakota.

AHS's primary objective is to identify and secure qualified homebuyers whose household incomes do not exceed 80 percent of the Area Median Income (AMI), consistent with the organization's mission of expanding affordable homeownership opportunities and increasing access to quality, affordable housing within the community.

Through this Request for Proposals (RFP), AHS intends to enter into a Professional Services Agreement with the successful respondent. The selected firm or broker will be responsible for developing and implementing a comprehensive marketing and sales strategy, conducting community outreach and buyer education, identifying and qualifying prospective purchasers, and guiding eligible buyers through the homebuying process from initial inquiry through closing.

The successful respondent will demonstrate:

  • Extensive knowledge of the Sioux Falls residential housing market;

  • Experience working with income-qualified and first-time homebuyers;

  • A proven track record of successful residential real estate sales;

  • Familiarity with affordable housing and homeownership assistance programs; and

  • The ability to effectively market homes while ensuring compliance with all applicable fair housing and program requirements.

AHS seeks a partner committed to advancing affordable homeownership opportunities and helping eligible families achieve long-term housing stability through the successful sale of the South Cleveland Twin Homes development. Information about property included in RFP details.

PROJECT-BASED VOUCHERS (PBV)

Affordable Housing Solutions and the Sioux Falls Housing & Redevelopment Commission (SFHRC) are seeking experienced affordable housing developers to submit proposals for the development of one or more multifamily affordable housing projects utilizing up to 25 Project-Based Vouchers (PBVs), representing up to 25% of the project's units, within SFHRC's rural service area.

Proposed developments must create permanent affordable housing, with preference given to projects serving individuals and families experiencing homelessness or chronic homelessness.

To be considered, proposals must:

  • Develop permanent affordable housing.

  • Be located within SFHRC's rural service area and demonstrate site control.

  • Include a partnership with SFHRC's nonprofit affiliate, Affordable Housing Solutions.

  • Provide reasonable access to transportation, employment opportunities, community services, and other essential amenities.

  • Meet or exceed all minimum scoring requirements outlined in the Request for Proposals.

Under the Project-Based Voucher (PBV) Program, SFHRC will enter into a Housing Assistance Payments (HAP) contract with the selected property owner to provide rental assistance for eligible households in designated units. SFHRC will maintain the waiting list, refer eligible applicants, and determine appropriate unit size based on established occupancy standards.

All awards and resulting contracts are subject to 24 CFR Part 983 and current U.S. Department of Housing and Urban Development (HUD) requirements.
